WASHINGTON, Jan 20 (Thomson Reuters Foundation) – When
Delores Orr was going door-to-door helping her Detroit neighbors
deal with the effects of one of the nation’s worst tax
foreclosure crises, she was shocked at how many people didn’t
know their homes were in danger or what to do about it.
